What it is

A plant operator card listing the machine categories someone can operate, such as excavators or telehandlers. It carries the CSCS logo. The red Trained Operator card shows they've passed the CPCS theory and practical tests; the blue Competent Operator card shows they've also achieved an NVQ or SVQ proving competence on the job.

Who needs it

Plant operators on construction sites that ask for CSCS-logo cards, which is most of them. NOCN says blue card holders have shown they can work unsupervised and may supervise red card holders. It's a site requirement rather than a legal one.

How long it lasts

  • Red Trained Operator: two years. In that time the operator registers for and achieves the NVQ or SVQ.
  • If the NVQ isn't finished, a red card can be extended once with a 12-month card, with proof of NVQ registration.
  • Blue Competent Operator: five years, renewable. Each renewal runs five years from the last expiry date.

Moving from red to blue

Once the NVQ or SVQ with the right units is done, send proof to NOCN with an HS&E test passed in the last two years. A blue card is issued for five years. NOCN sets how long after the red card expires an upgrade is still possible, so check before it runs out.

Renewing the blue card

You can apply up to three months before expiry, online or by post. You'll need:

  • An HS&E test passed in the last two years.
  • The CPCS Renewal CPD, an online course that replaced the old renewal test.
  • Proof of recent operating: a logbook, an on-site assessment, a CPCS practical test, or an NVQ from the last two years.
  • Up to five years after expiry you can still renew on the same terms. After that it's the HS&E test, theory and practical tests and the NVQ again.

Checking a card is genuine

Use the CPCS card checker on NOCN's website, with two details from the card, one of which must be the registration number or National Insurance number. CPCS cards carry the CSCS logo, so CSCS Smart Check can read them too.
